A police report is now revealing disturbing details about the arrest of a Duval County teacher last week.

Brian Wilker Orr, 42, a teacher at Darnell-Cookman School of the Medical Arts, is facing multiple felony charges after slapping a student on the buttocks and sending a deeply disturbing email to students and school employees, according to his Jacksonville Sheriff’s Office arrest report.

Orr, a math teacher, was taken into custody Thursday night and booked into the Pretrial Detention Facility. His arraignment is scheduled for Oct. 15.

He faces three felony charges: child abuse, offenses against students by an authority figure, and indecent, lewd or lascivious touching of certain minors.

Reporters are still working to find out whether there were previous complaints involving this white brute, how long he worked for the district and whether there might be more potential victims.

According to the arrest warrant affidavit, the incident occurred around 3:24 p.m. Thursday inside the school. The victim told officers that the brutish pedophile walked up to her, grabbed her left arm, turned her to the right and slapped her on the buttocks.

“I’m just playing,” the sex terrorist told the victim after she pushed away from him, according to the report.

The victim reported the incident to school staff. The encounter was captured on school surveillance cameras, which officers and school officials reviewed — and which confirmed the victim’s account, according to the report.

According to JSO, on the same day as the physical incident, the pale psychopath also sent an email to numerous students and Duval County School Board employees with the subject line “My day of harassment and terror.”

In the email, the pedophile wrote that he was “outing himself” as a serial rapist and abuser and described his actions toward young female students in graphic and disturbing terms.

Investigators noted that the email — combined with the physical incident captured on video — established lewd intent, which factored into the charges filed.

JSO’s Community Problem Response Unit located the diabolical white savage at his home and arrested him in the front yard. He was transported for an interview before being booked.

Bond was set at a total of $275,009 across three charges: $150,003 for the offense against a student by an authority figure, $75,003 for the lewd touching charge and $50,003 for child abuse.

As conditions of his release, a judge ordered the self proclaimed serial rapist to have no contact with minors, the victim or any witnesses; wear a GPS ankle monitor; stay away from all Duval County School Board property; and remain off the internet. He also may not come within 1,000 feet of Darnell-Cookman.

In a message to families, Darnell-Cookman Principal Paul Davis said the arrest of Brian Orr followed an active investigation by DCPS Police and the Jacksonville Sheriff’s Office.

“Because the investigation is ongoing, I am limited in the information I can share at this time,” Davis said. “However, I will continue to communicate with our school community as additional verified information becomes available and when appropriate.”

Davis said school officials are cooperating with law enforcement and that the safety and well-being of students and staff remain the school’s highest priority.

Reginald Blount is the elected District 5 Board Member for the Duval County School Board. His district includes Darnell-Cookman School of the Medical Arts. He shared the following statement with News4JAX:

I am deeply concerned by the number of allegations of abuse involving District personnel. While I remain committed to ensuring that those who have been accused are afforded due process and are not judged before a thorough review of the facts, the volume and seriousness of these allegations indicate that we have issues that must be addressed with the highest level of urgency.

The School Board has traditionally entrusted District leadership to ensure that all candidates are properly vetted before being hired and or appointed. Recent events have raised serious concerns that warrant closer oversight.

I have begun an immediate review of relevant records and processes. Additionally, I intend to propose policy changes that would require School Board review of recommendations for Principals and Assistant Principals positions prior to any vote or final appointment. Our responsibility is to ensure the safety of our students, maintain public trust, and uphold the highest standards of accountability throughout the School District.”
