A judge found probable cause to charge a white female with permitting child sexual abuse and rape of a child.

Craighead County District Court Judge David Boling ordered 30-year-old Jacqueline Michelle Holland-Totty be held on a $2.5 million bond after finding probable cause to arrest her on the following charges:

  • Permitting a child to engage in sexually explicit conduct
  • Incest
  • Distributing, possessing, or viewing matter depicting sexual conduct involving a child
  • Rape of a minor

The charges stem from a March 19 complaint of possible child sexual abuse/sexual assault occurring at a home on West Robinson Street in Bay.

The following day, agents with the Arkansas State Police’s Crimes Against Children Division interviewed the victims at the Northeast Arkansas Child Advocacy Center.

The agents told Bay police the claims made against Holland-Totty and 37-year-old Justin Totty were “substantiated and they were proceeding with the investigation.”

Officers searched the diabolical couple’s home on April 24, where they reported finding “several items” that the victims had described in their interviews, the court documents stated.

Should Holland-Totty make bond, she will be required to wear a GPS ankle monitor.

Boling also ordered her not to contact any child under the age of 18 and not to be allowed any electronic communication device that can connect to the Internet.

Justin Totty is also being held on a $2.5 million bond in the Craighead County Detention Center.

Both are awaiting arraignment on May 24.
